The Indiana CTO Council and the IAPSS honors Dr. Teresa Brown, a visionary superintendent whose leadership has transformed Madison Consolidated Schools into one of Indiana’s most innovative and data-driven districts. Under her direction, Madison restructured its entire Multi-Tiered System of Supports in partnership with the American Institutes for Research, using digital tools to connect data, instruction, and student success. This bold work led to an 18% rise in IREAD scores and an increase in graduation rates from 74% to over 94% in just three years. Dr. Brown’s forward-thinking approach to artificial Intelligence has also positioned Madison as a statewide model, integrating tools like ChatGPT and Gemini across all grade levels with clear policies and ethical frameworks. Her focus on real-world applications like robotics, e-sports, and a student-run market using point-of-sale technology has turned digital learning into authentic experiences that prepare students for life beyond school.
Beyond innovation, Dr. Brown leads with collaboration. She built an in-house technology department that aligns IT with instruction, ensuring rapid support and strategic coherence. She meets regularly with her CTO and advocates for broadband access to close the digital divide in her community. Her impact extends far beyond Madison, through her work mentoring aspiring superintendents, teaching graduate courses at Indiana University, and sharing policy insights statewide through IAPSS and nationally with CoSN. In every sense, Dr. Teresa Brown exemplifies courageous, people-centered leadership that uses technology not as a tool for convenience, but as a catalyst for connection, equity, and lasting change.
